Application Process Through TOPS

The Texas Department of Public Safety (DPS) uses the Texas Online Private Security (TOPS) system to manage applications for security officer licenses. As a representative of the Texas Defense Force Security online school, we will guide you through the application process.

Step 1: Create an Account in the TOPS System

The first step is to start an application within the TOPS system. This will create an account where you can manage your application and upload the required documents. You can access the TOPS system at https://tops.portal.texas.gov/psp-self-service/login/auth.

Step 2: Select Application Type

During the application process, select the correct application type:

  • For Level 3 commissioned security officer training, choose "Armed" as the license type.
  • For Level 2 non-commissioned security officer training, choose "Unarmed" as the license type.

Additionally, you will need to select "Commissioned Security Officer" for Level 3 applicants and "Non-Commissioned Security Officer" for Level 2 applicants.

Step 3: Provide Personal Information

Next in the application process, you will need to provide personal information, including contact details, military status, and peace officer status (if applicable). You will also need to pay the application fee.

Step 4: Upload Required Documents

Once your application is complete, you can log into the TOPS system to upload the required documents:

  • PSP 30 form produced from classroom training
  • MMPI exam results (for Level 3 students)
  • Firearms qualification certificate (for Level 3 students)

For Level 3 students, you will also need to ensure that you have completed a 10-hour in-person skills and firearms class.

Step 5: Complete Fingerprinting Process

After submitting your application, you will receive an email prompting you to schedule a fingerprint appointment. This is a required step in the application process.
